Leroy M. Rowe, Ph.D., will discuss race and mass incarceration in America at Rockland Public Library on Thursday, September 19, at 6:30 p.m. Rowe will examine cultural, political and institutional dynamics that produced and sustain mass incarceration in the U.S.; links between mass incarceration, racism, sexism and poverty; and how these forces impact individuals, families and communities of color.
